The Pythagoras Mundus Program in effect proposes a different model of systemic local development in harmony with and oriented toward the knowledge economy principles of the Lisbon Strategy, the principles of the so-called Bruges-Copenhagen process and the goals of Europe 2020 . The support of the various actors involved, substantiated through contributions of different kinds, magnitudes and consistencies (of a financial nature, provision of services and advice, logistical support etc.) make it possible to offer scholarships to foreign state or sub-state governments willing, as mentioned above, to co-finance the program in order to offer such an opportunity to young students from their own countries.
